From the time Apple started revealing its iPhone every Tuesday of September in 2011, mobile update support gets launched the week after around Wednesday. Likewise, the actual handsets hit stores Friday which is two days after the mobile support. Given Apple's even on the 9th, the iOS 8 should be revealed on September 17 with the iPhone store drop on September 19.
