BLOEMFONTEIN, South Africa - The president of South Africa's governing African National Congress is addressing a rally only hours before ANC rebels formally launch a splinter party in the same town.

The Congress of the People presents the ANC with its first real challenge since the end of apartheid in 1994. But the new party is not expected to topple the ANC in next year's elections.

ANC leader Jacob Zuma's plans for a rally Tuesday in Bloemfontein set the stage for a face-off with members of the new party, many of them former ANC members.

The new party emerged after the ANC ousted Thabo Mbeki as the nation's president in September. Zuma had defeated Mbeki in a bitter race for the party leadership last year and is now in line to be the country's president.
